Academic achievement and accountability rules and regulations are becoming more complex.  School district data systems are not keeping up with reporting requirements.  The educational gap is ever increasing.  Risks associated state imposed sanctions to districts are also high.

The Education Accountability Act (EAA), No Child Left Behind Act (P.L. 107-110) and an increasing number of state legislative mandates are requiring compliance to new accountability guidelines.  To date six states (KY, NJ, NM, SC, TX and WV) have passed legislation that includes, as a last resort, the possibility of a state takeover of “academically bankrupt” districts (source: US Dept. Ed).
